Top multiemployer plan expert joins Cheiron’s growing consulting staff

Vincent Cicconi, a nationally respected expert on multiemployer plans, has joined Cheiron as a senior consultant and special advisor.

Cicconi has served the Pension Benefit Guaranty Corporation on multiemployer plan issues during a distinguished career with the Agency and most recently as an advisor.  Cicconi will help Cheiron’s Taft-Hartley clients by providing strategic direction in the areas of funding, plan design and compliance.

Cicconi holds degrees in economics and industrial and labor relations from Cornell University. His career has included eight years as a senior economist with the U.S. Labor Department, and over 20 years with the PBGC in senior policy positions.

“Vince’s technical expertise on multiemployer plan issues as well as his substantial insights and knowledge with respect to understanding the governmental perspective on these issues will be particularly valuable to Cheiron clients,” notes Gene Kalwarski, Cheiron’s lead consultant.

Among other assignments during his distinguished career, Cicconi served on a joint Labor - Treasury Department task force on pension terminations, and on a policy group that developed the Multiemployer Pension Plan Amendment Act (MPPAA).

Following enactment of that landmark legislation, Cicconi led the division in PBGC charged with implementing the law, including regulation development, research and rulings on requests related to mergers and withdrawal liability methods.
