Marcus has 28 years of experience as a pension actuary specializing in multiemployer defined benefit plans.
He spent nearly 10 years at the Pension Benefit Guaranty Corporation, most recently managing an actuarial division that reviewed applications for Special Financial Assistance under the American Rescue Plan Act. Earlier, he oversaw contractors supporting actuarial modeling and studies and contributed to the PBGC Projections Report.
Before joining the PBGC, he spent 18 years at some of the nation’s largest actuarial consulting firms.
He spoke at the Enrolled Actuaries Meeting in 2023, 2024, and 2025 as a PBGC multiemployer panelist.
His strengths combine actuarial modeling, technology, and strategic insight. He builds and refines models that connect detailed analysis to the bigger picture, helping clients navigate uncertainty and adapt to industry change.
He joined Cheiron in May 2026.
He is a Fellow of the Society of Actuaries, the highest professional accreditation, and an Enrolled Actuary under ERISA.
